AROUND THE BAY RACE

MANAGEMENT

West Bay Yacht Club is the organizing authority for West Bay Yacht Club's Narragansett Bay Around-The-Bay Race and has appointed the West Bay Yacht Club Race Committee (Race Committee) to conduct the race and related activities. The Race Committee has the authority to interpret the rules and conditions of the Race and, subject to RRS 76.1, to reject the entry of any boat at any time before the start of the Race. The Race will start on July 20, 2013. The fleet will be divided into divisions and classes according to rating/handicap and other factors at the discretion of the Race Committee.

RULES

The race will be governed by the rules as defined in The Racing Rules of Sailing (RRS); this Notice of Race (NOR) and any amendment thereto; and the Sailing Instructions issued by the Race Committee. The Sailing Instructions shall be available at the West Bay Yacht Club at 1 Division Street, East Greenwich, RI, shall be posted on the club bulletin board on the front of the clubhouse, and shall be posted on the WBYC website (http://westbayyachtclub.com/wbyc-around-the-bay-race.html).

ELIGIBILITY

West Bay Yacht Club's Narragansett Bay Around-The-Bay Race is open to all monohull and multihull yachts. Monohulls shall have a valid 2013 PHRF-NB rating certificate. Multihulls shall have a valid New England Multihull Association (NEMA) rating certificate.

RACE, START, COURSE AND FINISH

West Bay Yacht Club's Narragansett Bay Around-The-Bay Race shall consist of a single race. Racing shall be held on three courses, the Around-the-Bay Course, the Around-the-Island Course, and the West Bay Course. Yachts shall indicate their course selection in the appropriate location on their entry form.

The Around-the-Bay Course shall start at the GC”5” buoy west of Pine Hill Point, thence pass under the center span of the Jamestown Jamestown Bridge, thence to GR “NR” BELL south of Beavertail Point leaving it to port, thence pass under the center span of the Newport Pell Bridge, thence to the RG “SP” Fl (2+1) R 6s BELL (NNE of Sandy Point) leaving it to port, thence to RGN buoy north of Providence Point leaving it to port, thence to R”8” Fl R4s BELL west of Northwest Point leaving it to starboard, thence to C”3” west of Warwick Point leaving it to port, thence to GC”5” North of Sally Rock Point leaving it to port, thence to the finish line midway between Sally Rock Point and Long Point. The total course length is approximately 32.3 nm.

The Around-the-Islands Course shall start at the GC”5” buoy west of Pine Hill Point, thence to the R”6” Fl R 4s BELL buoy northeast of Conanicut Point leaving it to port, thence to G “WR21” QG south of Prudence Island, thence to the RG “SP” Fl (2+1) R 6s BELL (NNE of Sandy Point) leaving it to port, thence to RGN buoy north of Providence Point leaving it to port, thence to R”8” Fl R4s BELL west of Northwest Point leaving it to starboard, thence to C”3” west of Warwick Point leaving it to port, thence to GC”5” North of Sally Rock Point leaving it to port, thence to the finish line midway between Sally Rock Point and Long Point. The total course length is approximately 17.1 nm.

The West Bay Course shall start at the GC”5” buoy west of Pine Hill Point, thence to the R”6” Fl R 4s BELL buoy northeast of Conanicut Point leaving it to port, thence to C”3” west of Warwick Point leaving it to port, thence to GC”5” North of Sally Rock Point leaving it to port, thence to the finish line midway between Sally Rock Point and Long Point. The total course length is approximately 12.4 nm.

ENTRY FORM & FEES

Entry & Release of Liability forms are available on the WBYC website (http://westbayyachtclub.com/wbyc-around-the-bay-race.html). Entries shall be completed and submitted along with a 2013 PHRF-NB Rating Certificate for monohulls or NEMA Rating  Certificate for multihulls, and the applicable fees to the race committee chairman no later than 2000h, Tuesday, July 9, 2013. Late entries shall be accepted until 2000h, Tuesday, July 16, 2013 with payment of the applicable late entry fee.

CLASSES, SCRATCH SHEETS & STARTING TIMES

There shall be spinnaker, non-spinnaker and multihull classes as determined by the WBYC Race Committee. The race committee shall post a list of entries as they are received on the WBYC website (http://westbayyachtclub.com/wbyc-around-the-bay-race.html). Preliminary scratch sheets with classes and starting times for each individual yacht shall available at WBYC, shall be posted on the WBYC bulletin board on the front of the club house, and on the WBYC website (http://westbayyachtclub.com/wbyc-around-the-bay-race.html) by 0000h, Tuesday July 9, 2013. Final scratch sheets with classes and starting times for each individual yacht shall be available at WBYC, be posted on the WBYC bulletin board and shall be posted on the WBYC website (http://westbayyachtclub.com/wbyc-around-the-bay-race.html) by 0000h, Wednesday, June 17, 2013.

SCORING

For monohull yachts the race shall be scored utilizing the Time-on-Time method with the formula TCF= 650/550+PHRF. For multihull yachts the race shall be scored utilizing the NEMA Time-on-Distance method.

ADVERTISING

Advertising is permitted in accordance with ISAF Regulation 20.

RESULTS & PRIZES

Results shall be announced at the shoreside event at WBYC following the completion of racing and shall be posted on the WBYC website (http://westbayyachtclub.com/wbyc-around-the-bay-race.html). Prizes shall be awarded at the WBYC Annual Banquet in November 2013. There shall be an award for first place in classes with at least 3 entries. There shall be an award for second place in classes with at least 5 entries; and there shall be an award for third place for classes with at least 7 entries.
